Well, it sounds like one of your 6146 tubes is
shorted.  70 watts out on 10 meters is towards the low
side, but you won't get more than about 80 watts out
when the rig is tuned correctly.

You need to replace both tubes, preferably with 6146 /
6146A / 8298 tubes.  Although you can sometimes get
away with it, I don't recommend using the 6146B /
8298A.  As for the 6146W (military version), those
manufactured before mid 1964 are either 6146 or 6146A.
 Those manufactured from about mid 1964 on are the
equivalent of the 6146B.

NEVER mix the 6146/6146A with a 6146B.  Make sure that
the tubes are of the same version.  You can mix a 6146
with a 6146A since the difference is with the heater
design.  But, the 6146B is really a different type of
tube and you should never mix them with an earlier
version.
