First of all, is the switch on the back that moves the
antenna between the separate input and the "normal"
input in the correct position?  If this is in the
separate position you won't hear a thing!

Of course it is possible for something to go wrong and
the unit will still transmit and not receive.  This
can be anything from a bad tube to something more
compelx.
