Ron - As far as your question of "Still get 1900 volts from power supply, do
the caps need replacing? The front panel meter reads lower voltage than is
really there. Is this normal?"....I believe 1900V is too low. I would think
more in line with 2200V or so (maybe 2300V) at least...if your meter reading
voltage is too low (compared to some reading you have made independently), then
look for issues with the four resistors used in the voltage divider that
measure the HV to the meter....I don't have the exact value of them, but there
are three that come off the HV line and then at the junction of the three there
is a wire that goes to the meter and also a remaining resistor...my guess is
that one or more of these (4) resistors have increased in value. I would check
the resistance value of these.
