      My problem turned out to be the long wire antenna I was trying to use 
it with. Just to high and impedance. When terminated in 52 ohm it will go down 
to 80. But anything higher than that it will not tune.
      The solution was severe, but that's what I got it for. To tune a long 
wire.
      The circuit was the standard ultimate coupler. I rewired the input 
capacitor so that half of it was across the coil. And then fed it backwards and 
everything came out OK.
