Not all AC resistors have inductive reactance. The "new - modern" metallic
film, and definitely wirewound ones do.
Think about the older style carbon composition ones....
Not much inductive reactance there.
Same for the Globar ones usually used in dummy loads. SPECIFICALLY
non-inductive.
It is simply a mis-application of DC resistance in reference to an RF
system.
We ALL make mistakes or oversights.
