[Heathkit] Line voltgage

I've lived in St.Louis (Florissant), MO where the line voltage routinely ran 
121 to 123 Volts, McAllen TX where the voltage fluctuated as much as 5 Volts, 
115 to 120 in the space of an hour and now in Fort Wayne, Indiana where the 
voltage routinely varies between 117 volts and 121 Volts depending on the 
time of day and the time of year.  I know for a fact that these cities are 
not using "old turn of the century water driven turbines".  The fact is that 
the voltage optimum is rarely observed continuously at the user end.
