[Heathkit] Tarni Shield: Does anybody know this chemical?

Dear Green Lovers,

I tried to restore the knobs and tube shields
of my TX1/RX1 to their original conditions.
Apparently, soap and warm wafer won't
remove the rust and regain their shinny surface.

I noticed that above chemical was used
by Jose/EB5AGV and showed good results
on the WEB.

Did anyboy use it here in the US and where
to find it (home depot)?
