[Heathkit] Part needed Bargraph display HW-99

Hi group, looking to find a 10 segment Bargraph
display for an HW-99, Heath part # 412-655.
Not sure if it was used in any other models.
My first Led is not working and I am having trbl
adjusting the AGC. This is a typical Bargraph using 
a LM3914 as a driver., should be easy to repair.
WRONG, The little board has gold plated etchings
on one side only, No feed thru holes to the rear,
Parts look like there glued to the board with no
evidence of any soldering by hand or flow.

Any help are advice would be appreciated.
