[HCRA] October Zero Beat Deadline Sept 15th

It's hard to believe but it's already time for the deadline for the 
October Zero Beat.
If you have any submissions please have them to me by Sept 15th or at 
least let me know you have something coming.
With so much going on with Project Big E and all I want to get this 
issue out as Sept is one week shorter because of the Labor Day Holiday.
