Both links are busted. You can get FCC-19-126A1.pdf and OET Bulletin 65
directly from the FCC. Do a google search to get the FCC.gov link.

 

Folks, these new RF Exposure rules apply to an array of FCC radio services,
not just the Amateur Service. Trust me. The FCC is not going to be coming
around to visit so it can check for compliance. The FCC has too few field
personnel as it is.
