[HCRA] Ham Class Postponed as is all the testing during March at HH

The Tech ham class is being postponed due to Holyoke Hospital locking down
on non-medical activities. That also means the testing sessions (after the
class & the Friday one) are also postponed.


At the moment, it is until the end of March and Holyoke Hospital can
re-evaluate the issue and possibly re-open it's doors to us.


We will re-schedule the class and testing once we re-gain access.
