Bob,

You can work anyone, including DX stations. They are not "out of
bounds." In fact, each new country you work is a multiplier.

- Canada, Mexico, and USA stations will send you RST+their state or province.
- Other DX stations will send you RST+serial number.
- You send the same exchange (RST+your state) to all of them, no
matter where they are or what they send you.

That's all there is to it :-)
