I am new to this so please bear with me!!

So. As far as I can tell, I do not need a serial number because the contest related QSO’s I will receive come only from US, Canada, and Mexico. If I hit a DX contact, let’s say South Africa if I’m pointing south, for example, they would return a serial number if they are participating in the contest and want to help. If they contact me, however, I don’t need to give them a serial number because they are out of the contest bounds?

Weird question, I know...

The DX station will give you a unique serial number as part of their
exchange. You'll send them (and everyone else) RST+State.
