[HCRA] N1TA dx cluster node

The N1TA DX Cluster Node is back on the air.  It shows the same spots
you see on any other node, only mine also shows dx skimmer spots and
spots from my own rtty skimmer (details later), neither of which are
being propagated to other nodes at this time.  There are also some other
new (and obviously experimental) features

To connect, telnet dx.n1ta.com.  There is no RF port yet, but I'll add
one if people absolutely need it.  If you have trouble or need to ask a
