[HCRA] Texting bill wording

The texting while driving bill has passed in the Springfield city council.
If approved by the mayor and the State House it will be a law. Does anyone
know the exact wording regarding other forms of communications such as
speaking on cell phones or ham radios? This could potentially make it
illegal to use our radios while driving unless we have wireless headsets.
