[HCRA] IRLP Node

In June, IRLP node in South Hadley (#7270) experienced a computer failure, and has been off the air since. Thanks to a donation by Larry, WB1DBY, we have another computer running the IRLP software.

The node is back up, but at reduced power (30w), as the rig turns off when transmitting on High power.
I'll be troubleshooting that issue this week.

The node has a hum on its transmit side. I'll be troubleshooting this issue,also.  The hum does not drown out the other audio, and it does not appear to be on the IRLP side, so those listening to you in cyberspace don't hear it.
