[HCRA] new solar cycle prediction

Hi Mike,

What time of day have you been working 40-meter DX?  I been watching 30 
meters lately and it seems to pickup later in the afternoon (3 PM or so).  I 
don't usually have time to listen on 40 until 8 or 9 PM.
