I guess I jumped the gun. Apparently the FCC does not publish data in the
Federal Register AND its own system on the same day.

Guess we have to wait until the next Federal Register is published sometime
next month (estimated). 

Good luck on upgrading those who will take advantage of this.

in whichever form you please.  Please note this is effective 30 days after
publishing in the Federal Register.

Please also note this observation (open to discussion/interpretation).  It
would appear that from December 15th until the effective date of the R&O
that the 80 meter band has no assignment for the Automatically controlled
digital stations as noted in §97.221 unless the control operator/licensee is
an Extra Class Licensee.

Rationale is that the 80m band is newly defined as 3500 or 3525 to 3600 KHz
dependent on license class.  The 75m band is newly defined as 3600 (Extra)
3700 (Advanced) 3800 (General) to 4000 KHz.

Until the effective date of the R&O (WT 05-235) automatic is only allowed in
3620-3635 KHz which is Extra Phone band Only.  97.307 (1) and/or (2) seem to
allow data (non-voice) transmissions if they meet bandwidth criteria.  After
that date the auto band will be 3585 to 3600 KHz.
