[HCRA] Rumor control

ARRL VEC has gotten wind of a rumor apparently circulating in this area
that the FCC is not processing Amateur Radio applications, and that
recent examinees would have to wait up to 12 weeks for their call signs.
Not true.

The FCC has, however, suspended vanity call sign processing "until
further notice" because of the filing deadline extensions accorded
licensees affected by hurricanes Katrina, Rita and Wilma. This
announcement may have led to the above rumor.

It appears at this point that vanity processing will resume December 23,
unless there's a further extension for some reason. 

The FCC continues to accept vanity call sign applications, however, and
when it resumes processing them, it will do so in the order received.
