I was doing some surfing looking for audio clips when I came across this

Yes, this information is public domain, promoting it as a source of 
information puts us, FEMA and SHARES operators in a very exposed position.  
We often talk about being careful what we say on the air but this reinforces 
it. If news agencies are not going to use discretion in where they refer 
people for news and information then we must.

On 9/11 it was learned that news agencies used amateur nets to collect 
victim counts and other information. While we cannot encrypt our 
communications, we can use discretion and caution. When training and 
activating remind people to be actively aware that non-hams and non-served 
agency personnel are also listening in and that when possible or necessary 
alternative communications modes other than V/UHF FM voice should be used.
