[HCRA] Governor of Louisiana says lack of communications is a serious problem

The Governor of  Louisiana  was in a press conference that was covered 
by C-SPAN today.  I don't have the exact quote, but she said something 
to the effect that  "...our most serious problem right now is 
communications... we can't communicate with the local people in each of 
the parishes".

(translation for northerners:  parish = county)
