[HCRA] Thanks Jim KB1JVF

I know I can only speak for one member of the HCRA, I think the entire 
membership of the HCRA owes Jim Harrington KB1JVF a round of applause. 
Jim's efforts in solving the many problems along the way were 
unbelievable. Every time the rules changed, Jim would evaluate the new 
rules and keep on going. And during all these changes, Jim was still 
smiling!
