Jan,

If it's coastal tropo and the FM stations are open, then everything from 2
meters up is open. You probably can't hear the W3CCX beacons because the
tropo isn't going that far inland.

Normally that type of tropo ducting starts at the higher frequencies and
works its way down. As the duct starts small and gets bigger with time, the
first band to open is the highest one. Odds are 144, 222, 432, 902, 1296,
and 2304 are all open.
