[HCRA] Transmitting problems??

Hello all,

	I just purchased my first "rig" (if you want to call an ICOM T2H sport
one). I hear two people talking so I wait my turn. After they finished
talking to each other I waited until I heard a "callsign" listening. I
throw my callsign out to respond to them and they don't respond. I then
wait a while and call CQ. Still no answer, although I still hear this
person say that they are listening. Am I having transmitting problems or
does this person just not want to talk to a new ham?
