Congratulations Jim,

The best rig to get depends an awful lot on what you want to do with it.

As a new Tech class licensee, I think I'd get tend toward buying a 2M or 
2M/440 mobile + a Hand-Held.
New, the 2 including a reasonable mobile/fixed antenna, are very doable for 
about $400.

For example, the following from HRO (http://www.hamradio.com/) may give you 
some ideas.

Icom            IC-207H     2M/440 mobile   $220

Icom            IC-2100     2M mobile          $130
Kenwood         TM-261A   2M mobile          $160
Yaesu           FT-1500M  2M Mobile          $200
Yaesu   FT-2800M  2M mobile          $160

Yaesu             FT-50RD-HP   2M/440 HT     $205

These are by no means the only possibilities, but just an example.
Other places to purchase similar equipment include Lentini in Newington, 
CT, AES and your local Radio Shack store.

Buying a combination like this will enable you to talk to many of the local 
hams & also participate in various public service events in addition to 
much casual hamming.

Once you've upgraded, & decided where your interests may take you,  many 
other possibilities exist for both HF and VHF rigs in both new and used 
markets.

In any event, the purchase of the 2M mobile and HT will retain it's value 
in usability.
