[HCRA] Web page - it's broken

And I don't know how to fix it!

Steve, Peter, Larry or John. It's beyond me. I was notified the page had
lost the navigation bars. When I tried to fix it I can't get anything back
correctly. I can not get the navigation bars back on the main page
(hcra.org/index.html).

The rest of the pages are OK (although the banner style has been changed
back to microsoft default)

I made a (flawed) copy of the main page and it called:
hcra.org/new_page_2.htm. It's got most of the stuff from the original but is
not very pretty.

Anything anyone can do to help would be appreciated.
