These fittings are designed to be glued INSIDE the flush cut pipe vs on the 
outside, thus preventing the need to break concrete from around the pipe.

You don’t understand.  These are the last ditch effort fittings like might
be needed if water lines come up through the slab in your bathroom in your
shop, or through the small slab poured to mount your well cap and shallow
well pump on.  For those areas that for some reason or other, there isn't
enough good pvc to attach a coupling to.  I have one such fitting that needs
replacing where a pipe in a north facing insulated wall busted too close to
the concrete and another where a 1 1/2 inch supply comes up into my shallow
well pump.  In the pumps case I used 1 1/2 where 1.25 would be acceptable so
the wall size decrease isn't a problem nor is it in the bathroom wall where
I ran 3/4 to feed 1/2 inch pvc lines.  The bathroom needs fixing now, but
the pump is geed enough until the next time the pipes break.

In my new shack the bathroom/kitchen will be fed with PEX pipe which flexes
enough not to break if frozen.  They say at 14 degrees the water in PEX will
just be slush.  Seldom gets lower than that here.

It's just good to know there is a less expensive solution.  Breaking
concrete to replace it just isn't a fun job at almost 69 years old.

How abt a hack saw? Or, if the saw frame make too high off the concrete, use
just the blade. It's tough work but can be done.

What do you do when a pvc pipe coming up out of concrete needs to be cut to
repair it but has to be cut almost flush with the concrete??  Break up a
bunch of concrete or use one of these which fit INSIDE the remaing pvc not
on the outside.
