[HCARC] Silent Key

Sorry to hear of Bill's passing.  Had the opportunity to work with Bill when
I was the DOJ IRAC member and as the USN and Dept of Treasury member for the
National Communications System FLTSATCOM and DSCS committee.  Will miss him
greatly.  Surprised to run into him again as a member of HCARC.
