Oh, yes, the assumption that it is a half wave quad on its side does not 
work.  A quad element main lobe is perpendicular to the plane of the 
element which in this case is straight up and down so it can't be a quad 
element on it side with the elevation angles given.  If it was a quad 
element the elevation angle would be 90 degrees except where the antenna 
height produces a null straight up.  It also wouldn't be omni-directional.
