Terry Hipskind, Dale G. and I took a walk behind the RC Bldg last Saturday 
after Dale's Antenna Class was finished and pending Terry's talk with the 
Kerrville School Tax people who own the bldg next to the RC, there appears 
to be plenty of room to erect the club tower trailer and to be able to use 
it to attach and deploy both Dales 80 meter wide band dipole and his OCFD 
(40,20,15,10) meter dipole running to the two big trees on either side of 
the parking lot.  I have a Butternut beam antenna (40,20,15,10) that I got 
from Gale Heise that can be put up on the tower trailer or maybe Mr Bill's 6 
meter antenna or both.  The Field Day weekend is also the weekend of the 
Kerr County Markets Days and I paced off the distance from the RC to the 
location of the RC booth at the Market days and it is somewhere in the range 
of 300-400 feet, well within the 1000 ft requirement (section 4.1) radius 
for alternate locations.  We should be able to run the GOTA station over at 
Market Days using either a portable antenna or by stringing another dipole 
up in the tall trees by the courthouse.  We can either run the GOTA station 
from a generator, electrical power from the Market Days or from a battery 
being charged by solar panels.  We get extra points from renewable energy 
operation for a max of 5 QSO's.

I agree with Dale and Harvey that we fully qualify to be a class F station - 
the only question being the number of transmitters we desire to run - the 
more the merrier from my perspective so long as we have people who desire to 
operate them.  I for one will be at RC from the beginning to end of Field 
Day, except for the time I need to go and feed my sheep, and whatever time I 
might need to provide care for my XYL as she will be only 4 weeks post 
surgery from a hip replacement.

Here it is, straight from the ARRL 2014 Field Day Rules:

4.8. (Class F) Emergency Operations Centers (EOC): An amateur radio station
at an established EOC
activated by a club or non-club group. Class F operation must take place at
an established EOC site. Stations may utilize equipment and antennas
temporarily or permanently installed at the EOC for the event. Entries will
be reported according to number of transmitters in simultaneous operation.
Class F stations are eligible for a free VHF station. At Class 2F they are
also eligible for a GOTA station.

4.8.1. For Field Day purposes, an Emergency Operations Center (EOC) is
defined as a facility
established by:
         a) a Federal, State, County, City or other Civil Government, agency
or administrative entity; or,
         b) a Chapter of a national or international served agency (such as
American Red Cross or Salvation Army) with which your local group has an
established operating arrangement;

4.8.1.1. A private company EOC does not qualify for Class F status unless
approved by
the ARRL Field Day Manager.

4.8.2. Planning of a Class F operation must take place in conjunction and
cooperation with the staff of the EOC being activated.

4.8.3. Other provisions not covered are the same as Class A.

4.8.4. A Class F station may claim the emergency power bonus if emergency
power is available at the EOC site.

4.8.4.1. The emergency power source must be tested during the Field Day
period but you are not required to run the Class F operation under emergency
power.


So, if we use the club station at the Red Cross, we'd be Class F. We can get
bonus points for being on emergency power, having a GOTO station (if we run
class 2F or higher), and having a VHF station. Note the requirement to
coordinate the operation with the EOC staff (Rule 4.8.2).

I'll modify my statement. The Club can participate in Field Day from the
Club station. Anyone can from a home station. But you are in the 1D Class.

Check the Field Day rules.
