[HCARC] Backup EMCOMM

Team,

Believe the point was made yesterday for having a backup plan when echolink
crashed.

So, if approved by HCARC, I propose keeping the Boerne repeater as our
backup comm
(145.190).

Guess we need to answer this:
1. is it OK to use the Boerne repeater with it's owner?
2. does that repeater have backup power?
3. how do we let Fredericksburg hams know to funnel emcomm thru Kerrville's
repeater?
    (includes all areas in reach of the Kerrville repeater.)
