I just tried to use that link and it didn't work.  I get to it through a rather convoluted process since I use that site a lot. Let me tell you how I get to it.  I go to http://www.swpc.noaa.gov/ftpmenu .  On the Directory shown, go to "Lists of Solar-Geophysical Data."  On the next Directory go to "Ionospheric Data - - Daily files by Station".  Towards the bottom of the list, you'll find "Boulder  iono.text".   By the way, on the previous directory you will see "Ionospheric Data - - Monthly files by station" which is historical data.  There is a much more colorful data presentation that isn't under the ftp menu but I'm mainly after numbers not pretty pictures! 
  
These are actual measurements made using a vertical incidence ionospheric sounder located in the Boulder area.  There are sounders located around the world.  some of the stations listed never seem to have any data.  I've never found data under Dyess (AFB) which is a station much closer to us.  
  
It looks like NVIS should work in the afternoon but at night it probably has to be something different.  I'm not sure that groundwave is the right description but there are signals that do get there.  Yes, I think it is probably 70 miles or so to your NWS location.  Its about 100 miles to Austin by US 290 from Harper.
