Gary and Jeff,

If you look at  2. Object it states "to learn to operate in abnormal 
situations in less than optimal conditions. A premium is placed on 
developing skills to meet the challenges of emergency preparedness ...."  If 
you look at 3.1, stations that do not begin setting up before 1800 UTC on 
Saturday may operate the entire 27 hour period.  3.2 says if you begin setup 
before 1800 UTC you may only operate 24 consecutive hours.  3.3 says no 
class A or B station may begin setup before 0000UTC on Friday (Thursday 
evening local time).

The rules sure seems pretty clear to me.  The object also seems pretty 
clear, to get a station on the air and operate under less than good 
conditions.  I don't think that means setting up at a leisurely pace in cool 
temperatures.
