Gary,

When you have the radials on the ground or buried, there is no real 
resonance so bands specific radials are nonsense.  If you have a ground 
plane antenna with elevated radials, then 3 or 4 for each band makes sense, 
but if you really want a ground plane, your antenna needs to be a quarter 
wave up in the air or higher.  If it is closer to the ground than a quarter 
wave then the more the better and the longer the better.  There are a lot of 
people who have so-called ground planes that are 10 or 15 feet off the 
ground for 40 meters.  That is not a ground plane, but enough metal in the 
air to radiate!
