[HCARC] Radio Wave Propagation Question

Does a stations distance away from either the Equator or the Pole change the way that radio waves are reflected back to earth??  I ask the question as an adjunct to Bill T's comment the other day on 40 meters going away at night.  If that is so, does 40 meters go away for 6 months at a time during the winter above the Arctic Circle and likewise is 40 meters better most of the time the closer to the equator you get?  Same question really applies to all of the meter bands.
