Fred,

I haven't gone to the site, however a couple comments.  They are called "cut 
numbers".  I don't think it started with hams.  they have been used on 
military and commercial circuits for decades.  I have an acquaintence who 
went to the AF Morse operators school about ten years ago.  She was taught 
cut numbers and used them extensively, where ever it was obvious that a 
number was intended.  There are shortened versions of all the numbers.  As I 
said, I didn't go to the site but OGL8 looks like a commercial call to me. 
There has always been a lot of cross flow between commercial, military and 
ham operators.  Many ops have operated in more than one arena and many of 
our procedures are essentially the same as used on military and commercial 
circuits.  To this day I still work a few old ship and shore station ops on 
CW on HF.  They have a lot of great stories!
