Everyone should read this!!  Very interesting and an incredible  amount
of work done by the ARRL's guy in Washington, Chris Imlay, W3KD.
 
I had the pleasure of meeting Chris in Washington many years ago when 
I visited the FCC regarding a serious interference problem we were
having with my 2m repeater in Miami.
