Virgil,

The Navy used to "know" HF, unfortunately, they don't use it as much as they 
used to.  Strategic Air Command (SAC) and Military Airlift Command (MAC/MATS 
in the old days) were also big users of HF.  When I was at Cape Canaveral in 
1970 we still got radar tracking data from Ascension Island on HF RTTY.  The 
Cape had two fields of HF rhombic antennas, one for XMIT and one for RCV. 
NVIS started with NATO and the Army.  The problem was how to communicate 
between fjiords along the coast of Norway.  NVIS was the answer .  I think 
this happened around 1970 or so.  Before that, no one used the term NVIS 
although hams in particular were talking to each other using that 
propagation mode.

The Harper Library, accross US 290 from the school, has several computers 
you can use to surf the internet at the library.  At times, I see quite a 
few people using them.  That may be the quickest way for you to get on the
