Yes, that would make a great 40 m vertical.  For any reasonable size 
aluminum tubing you will not be able to tell/measure the difference.  My 
vertical has about 1" dia tubing at the bottom and about 1/4" at the top. 
The design was 100% driven by mechanical requirements and not electrical.. 
Aluminum is lighter weight than copper plated steel and easier to support. 
If you already have the copper plated steel, the price is certainly right! 
It may require guy wires to make it structurally sound, but electrically it 
will work fine.  By the way, the bottom end has to be insulated from the 
ground or it becomes challenging to match/feed.  If you have a good antenna 
tuner, it will work an any frequency from about 3.5 MHz through 30 MHz.
