I agree, great reasoning and suggestions, Walt.  I'd add one more  reason 
not to use Ted's original templates:  they were designed for a more  compact 
HBR-16.  I continue to recommend using a larger 17x14x3 chassis and  19 x 8 
3/4 panel (standard rack chassis and panel).  You've got more  room to make 
changes and additions in the future and you'll be able to put it  all into a 
standard sized cabinet (e.g. Hallicrafters salvage).
