Why don't you see if the Antique Wireless Association has the book? We have an excellent library, and much of the stuff is very rare. We even have publications in other languages. 

The AWA research library is open to anyone interested in wireless, and copies of things can be made for researchers.

I have a copy of Electronics Universal Vade Mecum, a Polish publication, 
reputed to be the ultimate in tube data. This book contains way more 
engineering than I require and I would like to put this into the hands of 
someone who is better able to use it. 
This hard cover book, published second edition 1994, has 440 pages of tube 
curves and characteristics for virtually every receiving tube manufactured, 
including US, Russian, British, German and others. 
This is in "like new" condition, no loose bindings, marked or soiled pages. 
I dabble in HBR radio and other tube projects as well as "sand state" 
receivers/transmitters. 
I would be interested in swapping for HBR components, incomplete projects or 
heaven forbid "cash". I am unable to find a pricing for this book so if 
anyone has information in that regard I would be pleased to hear from you.
