That sounds like misadjustment.

Umm, I'm confused. You have a key which closes one of two contacts.
One contact generates dits, the other dahs. Here's an adjustment
procedure.

Set the speed control to slowest.
Set the ratio control to midpoint, and adjust the weight control until
the on:off ratio is 1:1.
Adjust the ratio control until the dit:dah ratio is 1:3.
Adjust the speed control as desired.

Whatever its absolute value, if it's set to midpoint, then the
dits and dahs should be equal in length.
