Oh yes. It's a 12 pin Compactron. 

While not an exact replacement, I think a 6AQ5 is a pretty close match for 
the power pentode side. The triode might be replaced by a 6AT6, with some 
redesign. 

IIRC the 6T9 is used in the audio section so it's not that much of a job to 
redesign it slightly to use available tubes.
