No free lunch when it comes to cutting metal, but the least expensive
option per hole size is a Unibit.  See

tools.  With two step drills you can cover up to 1.375", and even the
largest can be handled in a hand drill if you have one with a capacity
of 1/2".  I use them all the time in a big Bridgeport milling machine
because they're fast and accurate.
