I found this by following links from the SpaceWeather website.. where a fellow ham is using it to detect meteors and satellites. You can listen on the web to the signals at

This is not exactly QRP (At 6.3 GW EIRP - Yes, thats Giga ) but then you can RX UHF radar with a modest home antenna and General coverage RX on 216.980 Mhz from this govt. system.
