Good sources:
Amsat's web site: www.amsat.org has operating frequencies and status of
all the amateur birds.
Amsat's book: "The Analog Satellite Operating Guide" about $7.00 from Amsat
The application "Satscape". This application provides a graphical
representation of the sats you select (has a total of 650 in the data base).
It provides a schedule of passes for your geographic spot. It includes an
on-line update feature for both the sat keplerian elements AND the operating
frequencies - including some of the non-amateur sat's up/downlink .
Satscape can be downloaded from the author's website at:
http://www.satscape.co.uk/
The application (also shareware or freeware) "WinOrbit". I've lost the link
to the author's site, but I'm sure you can find it with a 'google' search.
