If you want to measure frequency accurately, you need to use a GPSDO
as the 10 MHz Reference Oscillator for your counter.
Now, a trick I picked up from a Collins Restorer ... use a decent (Tektronix
or HP) X10 Scope Probe. Hook it up to the output of your Oscillator
circuit and connect it to your counter.

Whoops, 3.49 is 10Khz off, which is significant. Again, make
sure you are measuring the frequency without affecting it. It is
common for older crystals to drift. This one may have done so.
New crystals are probably hard to find now. Make sure your
measurement is accurate before struggling with finding a new
crystal.
