But wouldn't it be dependent on the AC frequency? Hence Europe being 50Hz,
it would be incorrect all the time.

Here are my suggestions:
- Normal clock motors of that sort consume about 2 watts of power. They may
be quite reactive, though so some experimenting will help
- you can use a resistor, of 5 watts rating perhaps, to drop the voltage.
- you can also use a capacitor. Start with a small value and increase the
capacitance till the voltage at the clock is about right.
