Others will have different opinions but I would clip the old capacitor
or resistor leads leaving enough old lead to form a small loop for
attaching the modern cap or resistor. When done I would have the new
cap/resistor as close to the original location as possible with no
excess lead. I would not risk breaking tube or IF can lugs trying to
unwrap the original leads.
Ceramics are okay replacements for almost everything except little micas
that probably can left in service.
