[Hammarlund] HQ150 Bandspread dial problems

Thanks to Roger, Bill and Doug for he suggestions

They suggested cleaning the plastic dial and the metal parts that turn them.
Sure enough, over the years, dirt had built up on the dial and the "pulleys". 

A good cleaning, and now they work fine. It's almost amazing that a little dirt could cause
that much trouble.
